Man Rides Bike on I-76; Police Officer Offers Drugs for Sex; New PA DUI Law

A man was arrested this morning after he was caught riding his bike in the middle of rush hour traffic on the Schuylkill Expressway (I-76). It happened around 8:30 a.m. Friday morning on the westbound lanes of I-76 near Center City Philadelphia. He was riding between the left and middle lanes just west of the Vine St. Expressway (I-676). Traffic was backed up behind the man as cars tried to avoid hitting him. Pennsylvania State Troopers caught up with the man just west of the Girard Ave. exit and placed him under arrest. The man was placed in handcuffs and his bike was thrown in the patrol car's trunk. No word on how or why he was riding on the highway.

A former Philadelphia Police officer has pled guilty to exchanging heroin for sex. 50-year old Stanley Davis was a 21-year veteran of the force and was working on an FBI drug task force assigned to Kensington. Davis first met the two woman while working on the opioid epidemic. He made contact with them and exchanged phone numbers hoping to gain information about drug trafficking in the area. He continued to exchange text messages and set up the sexual encounters in exchange for heroin and crack. He met the woman in New Jersey hotel rooms and his police-assigned vehicle. He pled guilty to one count of distribution of a controlled substance. He faces up to 20 years in prison. Davis remains free on bail. His sentencing date is in December.

A new DUI law goes into effect for first time offenders in Pennsylvania. Previously, first time offenders would lose their driver's license for 12 months after a DUI conviction. Now any first time offender caught driving with a blood alcohol content over .10 will have to have a breathalyzer ignition interlock system installed in their personal vehicle for 12 months. Previously, only repeat offenders were required to have the system installed. Drivers are required to blow into the device in order to unlock the ignition. If you fail the test one time it waits 5 minutes. A second fail locks the ignition for 30 minutes. It costs about $100 per month for an offender to have the device in their car.
