Police in New Castle County, Delaware, have arrested and charged a man accused of kidnapping and sexually assaulting a 4-year-old girl last month. 23-year-old Daniel Santucci Jr. of Wilmington is charged with first-degree attempted murder, first-degree kidnapping, unlawful sexual contact with a person under 13 and possession of child pornography. On the evening of April 6th, the 4-year-old girl was playing outside with friends on Sugar Plum Court in the Plum Run community when she was lured into the suspect's car. Authorities say Santucci sexually assaulted her and threw her in a large pond in Banning Park in Wilmington about 8 miles away. A passerby found the girl about two hours after her abduction and called police. Santucci was arrested in Florida on April 20th and was extradicted back to Delaware on May 1st. His bail is set at more that $1 million. The investigation is ongoing.

Students were dismissed for the day after a small fire at Olney Charter High School located on the 100 block of West Duncannon Avenue. The fire happened at 10:10 a.m. in a bathroom. The sprinkler system doused the fire. The building was evacuated and no one was injured. Students were dismissed for the day at 11 a.m. The cause of the fire is under investigation.

New Jersey Gov. Chris Christie signed a bill that would limit how much state universities can pay speakers. The law sets the cap at $10,000 of state money that can used to pay speakers at their institutions. Republican Assemblyman John DiMaio wrote the bill after "Jersey Shore" star Nicole "Snooki" Polizzi spoke at a Rutgers student event in 2011. She was paid $32,000 from student activity fees. When signing the bill today, Christie noted that the bill is largely symbolic since universities rarely use their own money to pay speakers. This year, musician and actor Steven Van Zandt will be paid $35,000 to be the commencement speaker at Rutgers. That money is coming from the institution's beverage contract.
