Rapper Shooting Video with AR-15 Arrested; EV Parking Bill Moratorium; Parents: No Abduction Danger

Philadelphia Police arrested a man yesterday evening after getting reports of someone driving around North Philadelphia pointing a rifle out the window. Officers found and pulled over the silver van on North 16th Street near Ontario just after 5 p.m. Tuesday. 20-year-old Kyree Saunders was driving the van wearing a black hoodie and black bandana over his face. He had a loaded Eagle Arms Eagle-15 rifle and a second loaded magazine of ammunition. There was another man in the back seat with a camera. They told police they were driving around shooting a rap video. They said that the military-style AR-15 rifle belonged to a friend. Saunders has been charged with carrying a firearm without a license and unlawfully carrying a firearm in public. His bail was set at $25,000. Police confiscated the firearm and the video. The cameraman was not charged.

Philadelphia City Council passed a moratorium on new electric vehicle parking permits which allows electric vehicle owners to install curbside charging stations and park in front of their homes. The bill was co-sponsored by councilmen David Oh and Mark Squilla. The bill passed 11-6. According to the bill, Philadelphia Parking Authority shall not designate any new passes "pending Councilâ€™s review of the impact of these spaces on overall parking availability and enactment of further legislation." In addition to the suspension of new passes, the bill also opens up existing spaces for use to non-electric vehicles. Currently, pass holders have exclusive 24/7 access to the spots. Now, any one will be able to use those spots between the hours of 6:00 a.m. to 6:00 p.m. but for no more than 2 hours. The original Electric Vehicle Parking Bill passed in 2007. No one applied for a permit for the first 5 years, and the city has only issued around 60 in total. Mayor Kenney is expected to sign it. View the bill here: Bill 170093-A

Surveillance video at the Dunkin' Donuts at 15th and Locust in Center City caught a possible child abduction on Sunday morning. A man can been seen approaching a stroller and putting his hands on the child. The parents immediately intervene and push the man away. They then leave the store. A third party called police and the man was placed in custody. Police had been searching for the couple. Authorities have been able to track the parents down and they told police that do not believe their child was ever in danger of being abducted.
