State Trooper Charged in Pregnant Wife's Death; SEPTA Fare Hikes; Avalon House Fires

A former Pennsylvania State Trooper has been charged with the shooting death of his pregnant wife and their baby three years ago. 36-year-old Joseph Miller was arraigned in Montgomery County court on Friday. He is charged with two counts of involuntary manslaughter including his wife Joanna Miller and their 24-week-old newborn baby. It happened on March 7, 2014. Miller told police he was cleaning his gun several feet away from his wife in their East Norriton home when it went off. She was shot in the head and died from her injuries. Doctor's performed an emergency C-section but were unable to save their baby daughter.

Miller was initially cleared of any criminal wrong-doing. However, a forensic investigation of gunshot residue determined that the gun was 3-6 inches from Joanna Miller's head when it fired. The Montgomery County DA's office determined that he lied when he initially told police that he did not know where is wife was or that the gun was pointed right at her, when evidence shows she was right next to him. "As a Pennsylvania State Trooper, Miller was fully aware of the procedures and standards of care necessary to ensure the safety of others while cleaning his Glock firearm," the affidavit of probable cause says, "Under these circumstances, Miller's conduct was unjustifiable, reckless and grossly negligent."

SEPTA has announced proposed fare changes for this year. The changes cover all modes of transportation including Regional Rail fares and parking, monthly and weekly TransPasses, and single trip fares. There will be public hearings on the new fares starting April 19th. If the SEPTA board approves the rate hikes, they will go into effect July 1st. Firefighters down the shore battled a fire that destroyed two adjacent multi-million dollar homes in Avalon, New Jersey. The fire started around 7:45 a.m. One of the homes on Pelican Drive was unoccupied. A woman with an infant were able to escape from the other home on Sea Gull Drive. Both houses are situated by the bay. There were no injuries reported. Investigators are determining the cause of the fire. It may have started outside the building.

SEPTA fiscal year 2018 proposed rate increases:

- Cash Fare/Quick Trip: Increase from $2.25 to $2.50
- Tokens/discounted single ride with Key: From $1.80 to $2
- Transit Transfers would remain unchanged at $1
- Disabled Fare: From $1 to $1.25
- Paratransit/Shared Ride: $4 to $4.25
- Weekly TransPass: From $24 to $25.50 (up to 56 trips for one customer)

- Monthly TransPass: rom $91 to $96 (up to 240 trips for one customer)
- Weekly TrailPasses: Currently $27.25-$53, depending on zone; proposed increase to $28.25-$55.75 (up to 56 trips for one customer)
- Monthly TrailPasses: Currently $101-$191, depending on zone; proposed increase to $105-$204 (up to 240 trips for one customer)
- Convenience Pass: From $8 to $9
- Independence Pass: Individual - $12 to $13; Family - $29 to $30
- Ten Trip Discounted Fares for Regional Rail: Currently $38-80 depending on zone; proposed increase to $40-$82.50. (Please note: Ten-Trip Tickets will be replaced upon implementation of the SEPTA Key)
- For other Regional Rail fare proposals, such as pre-paid single trips, on-board purchases and Intermediate One-Way fares, please refer to the attached fare chart.

- Parking: Regional Rail surface lot daily parking fee would increase from $1 to $1.25 with implementation of the SEPTA Key. Surface lot monthly permits would increase from $20 to $25.
