Snow Emergency in Philadelphia; Penn State Admins Plead Guilty; Autistic Teen Found Bound Outside

A major winter storm is bearing down on the area. Philadelphia has declared a snow emergency starting at 9pm tonight. All cars must be removed from snow emergency routes or they will be ticketed and towed. Towing will start at 12 midnight. There will be no trash or recycling collected on Tuesday. Pennsylvania Governor Tom Wolf has signed a Proclamation of Disaster Emergency for Pennsylvania. Interstates will have a speed limit of 45 mph starting at 10 p.m. and certain trailers will be banned. Stay off the roads unless it is an emergency.

Two Penn State administrators have pled guilty to misdemeanor child endangerment charges for their roles in the Jerry Sandusky case. Ex-Athletic Director Tim Curley and former university Vice President Gary Schultz were originally charged with felony counts. This reduced charge is punishable by up to five years in prison. The two adminstrators, along with Penn State ex-President Graham Spanier, handled the 2001 complaint by then graduate assistant Mike McQueary, who said he saw Sandusky sexually abusing a boy in a team shower. They did not further report the incident to the police or other authorities. Shultz is going to trial in his case.

Philadelphia police are investigating after a 16-year-old autistic boy was found bound up and bruised outside between two row homes in the Mantua section. Police were called to the 800 block of North 42nd Street around 11 a.m. on Sunday. He was found outside between two buildings with his feet tied and bruises on his wrists. Apparently he lives up the block on 42nd Street near Ogden. He was taken to Children's Hospital of Philadelphia and is in stable condition. The Special Victims Unit is investigating.
