Cops Stop Abduction in Olde Richmond; Gun at Upper Darby High; Hostage Situation at Delaware Prison

Undercover narcotics officers stopped the abduction of a 25-year-old woman on Tuesday night in Philadelphia's Olde Richmond neighborhood. The officers had received a tip about the possible kidnapping. They went to the Port Richmond Village shopping plaza on the 2400 block of Aramingo Avenue shortly after 8pm. Two undercover officers witnessed the woman leave her place of work and walk to her car. A red Jeep Cherokee with 4 to 5 people pulled up and two men jumped out. They forced the woman into her car and drove off with it. The Jeep followed. The officers also gave chase. The suspects didn't make it more than a few blocks before they blew a tire, lost control of the woman's vehicle, and crashed into a garage along the 2600 block of Emery Street. The two men fled on foot and left the woman in the car. One of the men was captured and taken into custody, the other is still at large. The Jeep was found abandoned on the 3000 block of Livingston Street, about 7 blocks away. No one was seriously injured. Police believe the woman was specifically targeted. Police are searching for the other men.

UPDATE: 27-year-old Reginald Carroll is charged with: Kidnapping, Carjacking, VUFA, Criminal Conspiracy, Terroristic Threats; Simple Assault, False Imprisonment and related offenses. Police are looking for the other men.

Two students are under arrest after a gun was brought onto the grounds of Upper Darby High School in Delaware County on Wednesday morning. School officials found out that a 12-grader was planning on bringing a gun to school. Security and UD police met the student as he got off the bus on Wednesday. He scuffled with an officer while trying to escape, injuring the officer's head. The student tried to pass a black box to an 11-grade student, but was intercepted by security. Both students were taken to a school office. Inside the box police found a loaded 9mm handgun, extra ammunition, and several vials of marijuana. The students, both 17-years-old, were placed under arrest. Upper Darby Police Superintendent Michael Chitwood expects them to be charged as adults with weapons and drugs offenses. The 12-grader would additionaly face an aggravated assault charge for injuring the officer. Chitwood also revealed that the 12-grader had been locked up for terroristic threats and harassment in 2015 for threatening to kill the Pope during his World Meeting of Families visit. He said, "This kid should've been put away for evaluation, but now he's walking in with a gun."

All Delaware state prisons are on lockdown after prison guards have been taken hostage at the James T. Vaughn Correctional Center in Smyrna. Department of Corrections Response Teams and Delaware State Police are on the scene responding to the situation at the maximum security prison. Geoffrey Klopp, president of the Correctional Officers Association of Delaware, said the Department of Correction commissioner told him that prison guards had been taken hostage. Four prison guards and a counselor are being held in Building C of the complex. One person was released around 2:25 pm and taken to the hospital with non-life threatening injuries. The situation is on going.

Firefighters were called to the facility earlier Wednesday around 11 a.m. for reports of smoke. That first prompted the statewide lockdown as per protocol. The other facilities include Howard Young Correctional Facility in Wilmington, the Baylor Women's Facility in New Castle, and the Sussex Correctional Institution in Georgetown. The prison is Delaware's largest, housing around 2,500 male inmates. DOC spokeswoman Jayme Gravell says that it is an isolated incident and that there was no threat to the public. The incident inside the prison began around 10:30 a.m. when a corrections officer made a call for help. Other officers responded to the call and inmates took five Department of Corrections employees hostage. The News Journal in Wilmington, DE, received two calls from the inmates listing demands and concerns. They said, "Improper sentencing orders. Status sheets being wrong. Oppression towards the inmates" On the second call they said, "Donald Trump. Everything that he did. All the things that he's doing now. We know that the institution is going to change for the worse. We know the institution is going to change for the worse. We got demands that you need to pay attention to, that you need to listen to and you need to let them know." UPDATE: 2/2 12:15 a.m.Two staffers and 27 inmates have been released. Two staff members are still being held inside. The original number of staff members held has been adjusted to four and not five. The conditions inside are unknown. The number of inmates involved is also unknown. Negotiations continue. Officials are communicating with inmates using radios. The first officer was released at 2:25 p.m. At 5:25 p.m., eight inmates were released. Just before 8 p.m., another staff member and 19 inmates were released.

UPDATE: The hostage situation ended at 5:05 a.m. Thursday when police breached the building with a backhoe. One of the remaining hostages, 47-year-old Sgt. Steven Floyd was found unresponsive and later died at the hospital. The other hostage, a counselor, was rescued.
