Man Arrested In Dog Kidnapping; Philly PD Requirement Change; New Housing For Artists In W. Phila

Chester County Officials have reported that two dogs have been returned to their homes after being stolen in early January. East Fallowfield Township resident Mark Uschold has been placed into police custody in connection with the dog kidnapping. Uschold stole the dogs from West Caln Township resident Ruth King's home on January 6th. Neighbors reported seeing Uschold drive off with King's Golden Retriever and German Shepherd. Police were able to track down Uschold by the witnesses' descriptions. They found one of the dogs in Philadelphia and the other in Coatesville. Uschold is being charged with theft-related offenses and false reports to law enforcement. An investigation is still ongoing for 3 other dogs reported missing back on January 2nd.

The Philadelphia Police Department changed their requirements for officers to apply to the department last summer and they are now stating that the changes will hopefully raise the number of applicants. Before the changes the police department required you be 19-years-old and have at least 60 college credits, now the requirement is to be 22-years-old but no college credits are required. Police officials stated that there are typically 5,000 applicants a year, but with the changes police believe the applicants have gone up 20 percent. They won't know until the end of the year when the first class graduates from the academy.

A group that provides support services for the homeless in Philadelphia has now opened a new housing project exclusively for local artists in West Philly. The apartments will be located at 40th and Haverford Avenue and will house 20 new units. The organization behind the apartments, People's Emergency Center, stated they want to make sure local artists are not squeezed out by the high priced housing near Drexel and Penn. Tenants will only pay one third of their income under Philadelphia Housing Authority's affordable housing program.
