New signs went up in Rittenhouse Square Park telling visitors bluntly, 'No Sitting on Wall.' That wall would be the 3-foot high white stone 'balustrades' that criss cross the park. These perches have always attracted park visitors looking to take a sit whether it was for a quick lunch, to read the paper, have a coffee, or a conversation with a friend. Especially during the warmer months, no space goes unfilled throughout the park. Depending on whom you ask, the new rule is meant to curb some combination of loitering, vandalism, and marijuana smoking. "Due to continuous vandalism and marijuana smoking, City Officials, Parks and Recreation, City Police, and the Friends determined it was in the Park's best interest to no longer allow people to sit on the balustrade," said Jackie Whyte of Friends of Rittenhouse, "Benches throughout the park are provided for people to sit." The Department of Parks and Recreation said in a statement, "The move was in response to a recent uptick in vandalism on the historic balustrades which received nearly $1 million in restoration work just a few years ago. Furthermore, the walls were not originally designed to be used for seating so this measure will further protect the structural integrity of these iconic park features." Marijuana smoking is not legal anywhere in Pennsylvania. It is still a $100 fine in Philadelphia. Actually, smoking of any kind is not allowed in city parks. If the police in the park aren't enforcing the laws on the books, will they be bothered to shoo people peacefully sitting there? I wonder if you can lean on the wall?
Montgomery County officials have charged a Limerick Township man in connection with the sexual assault of a child over a period of years and a police standoff last week. 29-year-old Bryan Monica allegedly raped and sexually assaulted a young girl over a period of four years starting when she was 9 years old. The assaults took place at various places in Philadelphia and Montgomery counties. Last week on January 5th, the victim came forward and told a school counselor about the abuse who in turn notified authorities. As the victim was being interviewed by police, Monica drove to her house and parked out front, staying in the vehicle. He threatened to kill himself and showed a handgun. The standoff with Limerick Police lasted 7 hours. He eventually surrendered. Monica is charged with felony rape, statutory sexual assault, involuntary deviate sexual intercourse with a child, photographing a sex act of a child, endangering the welfare of a child, corruption of minors, firearm not to be carried without a license, and multiple other charges connected to the alleged abuse and standoff. He is being held at the Montgomery County Correctional Facility in lieu of $500,000 cash bail. A preliminary hearing is set for February 3rd.
A grand jury has indicted two Atlantic County men on charges of promoting child prostitution. 26-year-old Saleem Reynolds of Atlantic City and 30-year-old Mikal Mitchell of Somers Point were both caught after a 2015 investigation by the FBI's Child Exploitation Task Force. Three underage victims were found and placed under protection and well as one adult victim. Reynolds is charged with promoting the prostitution of a child under 18, endangering the welfare of a child, and conspiracy. He remains in Atlantic County Justice Facility on $300,000 bail. Mitchell is charged with promoting the prostitution of a child under 18, endangering the welfare of a child, terroristic threats, and conspiracy. He remains in Camden County Jail on $250,000 bail + $20,000 for the terroristic threats charge.
