| UPenn Students Stage Walk Out, Weekend Philly Road Closures, Montco 2017 Budget |

Students at the University of Pennsylvania staged a walk out on Thursday morning in protest against the racist messages sent to numerous black freshman last week. The text messages sent to the students included many racial slurs and even referencing lynching. The messages were sent over the app Group Me by a student at The University of Oklahoma. UPenn's President Amy Gutman stated that the student did not get the numbers from the school's directory, that they were able to access them through UPenn's Class of 2020 Facebook page. The student involved at the University of Oklahoma have since been expelled.
City officials have now announced the full list of road closures and delays that will be in place this weekend for the Philadelphia Half Marathon as well as the Full Marathon. Some of the major roads affected are: The Benjamin Franklin Parkway, starting on Friday November 18th through Sunday November 20th. The I-676 off ramps located on 22nd and 23rd streets will be closed Saturday November 19th and Sunday November 20th after 4 am. Ramps at 15th and Broad may close if needed. On both Saturday and Sunday the city will be enforcing its "no parking" regulations on all race routes. Any cars not moved starting at 2 am on Saturday and Sunday, will be relocated by the Philadelphia Parking Authority. A full list of road closures for both days is available below.
Montgomery County Officials have now come up with a proposed budget plan for 2017. Officials have stated that the plan will carry a double-digit increase for property tax. Board members have stated that the plan will be fiscally responsible for the county and will also include a $8 million payment to the pension fund. The proposed plan would help create a revenue stream for Montgomery County Community College by raising the average home owner's property tax by $66. The county will begin to hold meetings regarding the bill starting on December 1st.
