Juror Dismissed in Dougherty Case; Naloxone Funding Philly Police; SEPTA Plans Villanova Parade

A juror in the Daniel Dougherty arson/murder trial was dismissed today, five days into deliberations, due to emotional reasons. The jury sent the judge a note late on Tuesday saying that unidentified juror told the others that "[w]e are going to cause her to have a nervous breakdown." They said she was alternately pacing the room and putting her head on the table, hyperventilating, and taking anxiety pills. The judge told the jury to stop deliberations and that an alternate juror would be recalled. The jury had sent another note saying they were dead locked on the charge of arson. Dougherty is being retried for allegedly killing his two son's after setting the family's Oxford Circle home on fire in 1985.

The Philadelphia Police is getting additional funding for the lifesaving opiate overdose antidote drug Naloxone. Independence Blue Cross has donated $50,000 to the Pa. District Attorneyâ€™s Association. District Attorney Seth Williams says the money will go directly to Police Commissioner Richard Ross for the purchase of the nasal mist that reverses heroin overdoses. Ross said that the donation comes at the right time as the current funding is running out. More than a thousand officers are trained in the administration of the drug which immediately stops the effects of opiates in a person's system. The crisis is growing as prescription pill addiction often progresses to heroin use and is affecting all walks of life. Naloxone is carried and administered by first responders.

SEPTA says that it will be adding service on some lines and detouring others for the Villanova Basketball NCAA Championship Parade this Friday in Center City. The parade starts at 1pm at 20th and Market and goes east to Dilworth Park at City Hall. SEPTA will add extra capacity to the Norristown High Speed Line (R100), Market-Frankford Line, and the Broad Street Lines. The Regional Rail's Paoli/Thorndale Line (R5) runs every 30 minutes. Buses will be detoured around City Hall from 10:30 a.m. to 6 p.m. The evening commute is expected to be heavy, especially on the Paoli/Thorndale Line. Passengers at Suburban Station will be wait on the concourse level, not the platform.
