Peyton Manning to Retire a Champion; City Pension Buyout Plan; Fast Food Shooting

Peyton Manning has decided to retire a champion. After 18 seasons in the NFL and a month after his Super Bowl 50 victory, Manning will announce in a 1:00 press conference today that he will pass on a 19th season and $19 million in salary. Manning will retire as the only quarterback in NFL history to win the Super Bowl with 2 different franchises - the Denver Broncos and the Indianapolis Colts.

City Controller Alan Butkovitz has the solution for Philadelphia's underfunded pension fund: buyouts. Butkovitz is proposing that the city offer up-front cash payments to retirees, who, if they took the buyout, they would surrender their lifelong pensions. The payments would represent only a portion - say, 50 percent - of what a retiree could expect to receive over a lifetime. Still, a fair number of retirees might be enticed by the prospect of a cash windfall they could invest on their own. Butkovitz says, "This would give people the opportunity to start a business, or do something that could potentially change their life and provide financial security long-term. And, of course, they could convert it into an annuity."

A man eating dinner at a Tioga fast-food restaurant who became enraged because an employee was cleaning tables nearby pulled a gun Sunday and shot another worker who tried to calm him. The incident happened at 5:30 p.m. at the Church's Chicken in the 3600 block of North Broad Street. The customer began arguing with an employee as he cleaned tables, police said. When another employee, who is the table cleaner's brother, attempted to squash the argument between the two, the offender produced a large handgun and fired, hitting the would-be peacemaker several times. The gunman then pocketed his gun and strolled south on Broad Street. He is described as a black man in his late 40s, wearing a black trench coat, black pants, gray beard and glasses. The victim, 19, was taken to Temple University Hospital with gunshot wounds to his chest and stomach, police said. There is no official word yet on his condition.
