Drexel Expansion; Kenney's First Budget; Friday Morning Snow Advisory

Drexel University president John Fry announced plans for the campus to expand into an adjacent neighborhood of innovative businesses, bustling retail, manicured parks, and soaring residential towers. The 125-year-old school is teaming with developer Brandywine Realty Trust to transform an expanse of parking lots and industrial buildings between its campus and 30th Street Station into a dense new addition to Philadelphia's University City district of educational, medical, and research institutions. The expansion - to be called Schuylkill Yards - is meant to accommodate a student body that has grown from fewer than 7,000 in the mid-1990s to about 26,000 today, while attracting tech firms, biomed labs, and forward-thinking start-ups to the area, Fry said in an interview before Wednesday afternoon's announcement of the project.

In offering his first budget as Philadelphiaâ€™s chief executive, Mayor Kenney on Thursday will present an ambitious plan to expand early childhood education, revamp parks, libraries and recreation centers, and retrofit public buildings to be more energy efficient. Mayor KenneyÂ´s budget address on Thursday is expected to include a bold call for a major investment in pre-K programs in Philadelphia. To pay for those proposals, the city will need to enact a tax on sugary beverages and borrow $400 million more. Kenneyâ€™s spending plan totals $4.17 billion, which would exceed last yearâ€™s budget by $100 million. Part of the increased cost is a result of growing pension and employee benefits costs, the cityâ€™s finance director, Rob Dubow, said.

Commuters could face a snowy ride to work in parts of the area Friday morning. Snow is expected to move into the region late Thursday night and continue through Friday morning. Accumulations of 1 to 3 inches are possible, especially for the southern and coastal parts of the area. The National Weather Service has issued a winter weather advisory from 10 p.m. Thursday until 1 p.m. Friday for a number of local counties.
