Center City Clothing Bins Hauled Away, Wolf Signs PA Horse Bill, Dover Police Corporal Resigns

City crews are hauling away 70 clothing donation bins from around Philadelphia, because they're unsightly, illegal, and overflowing with trash. Licenses & Inspections Commissioner David Perri says the poorly maintained bins attract plenty of short dumping along city streets and sidewalks, which he describes as "the cityâ€™s front yard." Councilwoman Cindy Bass pressed the issue by getting a bill passed to aggressively enforce the new law. Perri says the organization, Planet Aid was the worst offender. Charities like Goodwill Industries have moved to an attended donation center model. The Salvation Army only has a handful of bins, all of which are on its property, not on city sidewalks, streets, or what city officials call the public right of way.

Governor Tom Wolf has signed a bill that will keep horse race tracks open in Pennsylvania. Back in the fall, state officials said horse racing in Pennsylvania might have to shut down due to a lack of funds to regulate the industry, caused largely by a 71-percent decline in wagering since 2001. But Tuesday, Governor Wolf signed a bill to modernize regulation of horse racing. One big change will combine the stateâ€™s two existing, separate commissions that regulate thoroughbred and harness racing into one unified organization. One financial fix in the bill signed by the Governor will involve using money generated by casino gaming, known as the Race Horse Development Fund, to pay for drug testing.

A Dover Police Corporal, who was acquitted in a felony assault case, has resigned from the force. Corporal Thomas Webster was caught on camera in 2013, kicking a black man in the head. He was found not guilty of all charges in December and was on track to return to active duty. Instead, Webster has resigned. Some Dover residents and activists were fighting his reinstatement to the force.
