1 Dead, 1 Wounded After North Philly Shelter Shooting; Penn State Lockdown Lifted, Father In Custody

A man who had been evicted from a North Philadelphia homeless shelter returned on Sunday morning and opened fire, killing one employee and injuring another. It happened at 6 a.m. Sunday at the Station House Transitional Shelter on the 2600 block of North Broad Street. The man was evicted on Friday night because he was intoxicated. He returned on Sunday for his belongings and got into an argument with an employee. That's when he pulled a gun and started shooting. A 40-year-old victim was shot in the head and was pronounced dead at the scene. A 26-year-old victim was shot in the hip and taken to Temple University Hospital where he is expected to survive. The suspect was seen fleeing near the railroad tracks at the rear of the building. Normally everyone is patted down before entering, but he may have entered with food workers. This shelter is run by the nonprofit SELF, Inc. directed by former mayor Wilson Goode.

Update: Police said John Brock has turned himself in and will face charges of murder, attempted murder and related offenses for the Sunday morning shooting at Station House shelter in North Philadelphia.

UPDATE: Police have identified the suspect as 32-year-old John Brock. He has multiple prior arrests and is considered to be armed and dangerous. He is wanted for killing 43-year-old Edward Barksdale and wounding 26-year-old Lamont Barham. Brock is still at large.

Mayor Jim Kinney released this statement:
This morning a man who had dedicated his career to helping our City's most vulnerable lost his life, and one of his co-workers was badly injured. It's a heartbreaking tragedy.

I've spoken with Mayor Goode and assured him that the shelter, its staff, the victims and their families have the full support of the City behind them. The PPD is working diligently to apprehend the shooter, and anyone with tips regarding the shooter are asked to call 215-686-TIPS (8477). The City will also assist the shelter with a review of its security procedures as part of our continuing efforts to make all of our shelter safe spaces for their residents.

I implore Philadelphians in need of shelter services to continue to utilize them as we enter a Code Blue this evening. The City is squarely focused on your safety. If you know of a homeless person in need of shelter please call our 24-hour hotline at 215-232-1984.

A lockdown of a dormitory at Penn State ended Sunday evening after lasting over 3 hours. Students in State College received alerts that two students in the Hamilton dormitory had received verbal threats of violence against them. The entire building and adjacent dining hall were put on lockdown while the threat was being investigated. The school alerts told students to lock windows and doors and not to allow any unknown person into the building. The actual threat came from a father in Harrisburg who threatened to harm his children during a family dispute. His two children lived on campus in the dorm. Police in Harrisburg located the father and put him in custody ending the threat. "We take the safety of our students seriously and make it a practice to act quickly on threats of this nature," said Mike Lowery, interim director of Penn State Police and Public Safety. "This was an unfortunate situation and we appreciate the cooperation of our student body and everyone who assisted with this incident."
