Camden Teen Dontae Howard Found; 73-year-old Man Killed on Byberry; PA House Defeats Pension Bill

The Camden County Police Department was searching Saturday for a 13-year-old boy named Dontae Howard. They say that he was located around midnight Sunday. He went missing from his home in the 1100 block of Kaighn Avenue in the Gateway neighborhood. He is described a black male, 5 feet 5 inches, 100 lbs. with black hair and brown eyes. He was last seen wearing a Navy blue sweatshirt with "Camden" written on the front in white lettering, khaki pants and black-and-red Nike Air Jordan sneakers.

A 73-year-old man was struck and killed Saturday night as he was crossing Byberry Road in the Somerset section of Northeast Philadelphia. It happened at 6:30 p.m. as the man was crossing the intersection at Proctor Road. The unidentified man was struck by a dark blue 2007 Honda Odyssey traveling eastbound on Byberry. The Odyssey then struck a 2009 Chevy Impala traveling westbound. Both drivers stayed at the scene. The man was transported to Aria-Torresdale Hospital where he was pronounced dead at 7:31 p.m. That is a T-intersection with no traffic lights. The FOP Senior Citizens Inc. apartment community is located along Byberry at that intersection.

The Pennsylvania House voted 149-52 against a pension reform bill that now puts strain on passing the budget agreement before the end of the year. The bill would place new state workers and public school employees on a hybrid pension system that is a combination of traditional pension and 401(k)-style benefits. Proponents of the bill say it is necessary to rein in rising costs to school districts and state government. However, every Democrat and a majority of the Republicans voted against it. The bill was also a key part of the tentative budget agreement and framework between Governor Tom Wolf and the legislature. If it had passed they could have moved onto other points in the agreement such as sales taxes, now the path to ending the 6-month standoff is not clear. The House may pass a stopgap budget so that services don't shut down after the New Year. Some school districts have warned they cannot keep borrowing money past winter break. The Senate and Governor have both shunned that idea and challenged them to finish the full budget.

Governor Wolf issued this statement:
"We still have a budget plan. It is a compromise and it is the product of a lot of good people working across the aisle to get it done.

"This is not over. We still need a budget. And we need it now. The Senate Republicans led on this - but it was a bi-partisan effort. They delivered a budget -full year budget - that made wise investments in our schools and that was truly balanced.

"We cannot slide back on our commitment to our schools. We cannot slide back on our commitment to a truly balanced budget. We cannot slide back on our commitment to a full year budget. Let me be clear. A stop gap is not the answer. We need a full year budget.

"Let's get back to work. All of us. Let's get this done now."
