O'Brien Loses Seat; ICE Holds Challenge; Secret Service Officer Charged Soliciting Minor

With the results in from last week's general election, incumbent at-large City Councilman Dennis O'Brien is 389 votes short of keeping his seat, according to the Philadelphia Board of Elections. Although the election results won't be officially announced until Nov. 17, all machine, provisional and absentee ballots have been counted. O'Brien, a first-term Republican, has not conceded. But he says he will move in accordance with the process. Incumbent Republican David Oh received 34,885 votes, challenger Al Taubenberger received 34,709 and O'Brien received 34,320.

There is word that Philadelphia is ready to roll back a 2014 executive order that has barred city police and prison officials from cooperating with federal Immigration and Customs Enforcement agents. The requests - called "ICE holds" - were instituted under the federal Secure Communities program to enhance federal agents' ability to apprehend dangerous criminals. But "as a result of the overly aggressive use of these detainers," Nutter said when he signed the order, "some immigrants will not report crimes to the police, don't want to be witnesses, and suffer accordingly." Advocates hailed the order as "one of the most progressive anti-deportation policies" in the nation.

Federal and state authorities have charged a uniformed Secret Service officer from Maryland with sending obscene images and texts to someone he thought was a young Delaware girl, sometimes sending online communications while on duty at the White House. Unbeknownst to Lee Robert Moore, 37, the person he thought was a 14-year-old girl was actually an undercover Delaware police officer. According to a complaint unsealed Thursday in federal court in Wilmington, Moore surrendered to Maryland State Police on Monday after being placed on administrative leave last week.
