Teenager Charged in Temple Hit-and-Run; Burlington Forest Fire; Hotel-Tax for Philly Airbnb Rentals

Philadelphia Police have announced charges against a teenager in the hit-and-run accident last week that has left a Temple University student in the hospital. 18-year-old Robert Roberts was driving his father's 2012 silver Mitsubishi when he hit 22-year-old Rachel Hall riding her bike at the at the intersection of Park Ave. and Diamond Street around 7pm on April 29th. Hall was thrown from her bike and suffered head and leg injuries. Roberts, who only had a learners permit, fled the scene. He turned himself in to police the next morning. If he had stayed at the scene he would probably only be facing the learners permit violation, now Roberts is charged with leaving the scene of an accident with a serious injury. Hall remains in critical condition in a coma at Temple University Hospital. She would have participated in graduation ceremonies this weekend at Temple. She is graduating cum laude with a major in criminal justice and was the goal keeper for the lacrosse team. Her family plans to attend graduation in her honor. Crews are battling a forest fire that broke out in Burlington County this afternoon. It is burning in Wharton State Forest in Shamong Township, New Jersey. New Jersey State Police were called out to block off roads. Residents living east of Route 206 between Stokes and Atsion Roads were notified to evacuate.

The Nutter administration has introduced a measure that would apply the city's existing hotel-tax to Airbnb-type rentals. That would mean any homeowner who rents out spare rooms or even their whole homes for short periods of time would be subject to the 8.5% tax on that rental income. If you rent out that space for more than 31 days per year you would also need to carry a city-issued rental license. The measure would also clarify zoning codes. Since hotels are not allowed in residential areas, most of these temporary rentals are technically illegal. The measure would amend the zoning codes to allow for limited lodging in residential zones. With the Pope's visit this year and the Democratic Convention coming next year, many city residents may be looking to offer their spaces for rent on Airbnb or Craigslist. The city wants to get their piece of this now unregulated new industry. The bill is being introduced by Councilman-at-large Bill Greenlee.
