Teens Arrested in Delivery Shooting; Basement Mother Arrested; Kane Grand Jury Report Released

Two teenagers have been arrested and charged in the shooting death of a food delivery driver last week in Northeast Philadelphia. 49-year old Rendong Zheng was delivering food to the to the Hill Creek Apartments in the 500 block of Hill Creek Road in Crescentville section on Thursday night. He was approached by 14-year-old Shamir Walker and 15-year-old Tyquail Duffy. Twelve shots were fired and Zheng was hit in the arm. He drove a short distance and crashed through a fence and into a pole. He died at Albert Einstein Medical Center. Both teens have been charged as adults. Walker is charged with Murder, Robbery, Criminal Conspiracy, and related offenses. Duffy is charged with Aggravated Assault, Intimidation, Terroristic Threats, Violation of Uniform Firearms Act, and related offenses. Zheng work at the New China Restaurant on Rising Sun Avenue.

Philadelphia Police have identified and charged a Kensington mother who locked her four children in the basement as punishment over the weekend. 29-year-old Charnae Lee was arrested yesterday and charged with four counts of Unlawful Restraint, False Imprisonment, Endangering the Welfare of a Child, and Recklessly Endangering another Person. Police responded to the 1900 block of E. Atlantic Ave. at 1:30 p.m. Sunday after receiving a 911 call from one of the trapped children. Authorities found the 13-year-old boy, 12-year-old girl, 10-year-old girl, and 9-year-old boy inside the basement. Lee had ordered the children to take their mattresses and go down the basement the night before. They did not have access to food, water, or the bathroom. They did have the phone which they used to call police. Lee apparently told investigators that she did not know the door was locked. The investigation is being handled by the Special Victims Unit.

A Montgomery County judge released the grand jury report into Pennsylvania Attorney General Kathleen Kane and her alleged leak of information from a 2009 grand jury. Judge William Carpenter ordered the 27-page presentment unsealed on Monday. The report says that Kane's testimony, "was not an honest account of the events, and she mischaracterized events to cover up activities undertaken at her direction to unlawfully release documents subject to grand jury secrecy." The grand jury recommended charges of perjury, obstruction, false swearing, official oppression and contempt of court. Kane's own lawyers had asked that the presentment be released during a hearing today on whether a recent firing of one of Kane's prosecutors who testified in the grand jury against Kane constituted retaliation and official oppression. Montgomery County District Risa Ferman has the decision on whether to press charges against Kane.
