Philadephia Police Officer Shot in West Philly; Indego Bike Share Starts; Dark Money Bill Introduced

A Philadelphia Police officer was shot and injured in West Philadelphia Thursday evening. It happened around 10:15 pm at 51st and Master Streets. The 8-year veteran bicycle cop, 37-year-old Officer Daniel Kostick, came into contact with two suspects in a white minivan while investigating drug activity. The driver of the van said, "I don't want to have to do this," and then opened fire on Kostick. He returned fire. The police officer was shot in the right arm and was taken to Penn-Presbyterian Hospital. He is listed in stable condition. One suspect was shot and taken to Hahnemann Hospital. The other suspect fled in the minivan. The van has been recovered and the second suspect is in custody. The gun has also been recovered.

Philadelphia's long awaited bike share program Indego officially kicked off today. Riders will now be able to rent and return bikes at stations around the city using either recurring memberships or pay-per-ride. The bikes themselves have sturdy frames, front and rear baskets, reflectors and lights, adjustable seats, three gears, and splash guards. There will be around 70 stations spread from University City to the Delaware River and Temple University into South Philly. Using the Bcycle app, riders can find the nearest station and the availablity of bikes and open spaces to return bikes. You'll have to bring your own helmet (although there are no helmet laws in Pennsylvania) and riders must be 16 years of age. The system will operate 24/7/365. City Council president Darrell Clarke has introduced a bill to deal with the issue of "dark money". Political action committees, or PACs, are groups that are unaffiliated with specific candidates and do not have restrictions on the amount of money they can spend to support the candidates of their choosing. There is legislation, however, that limits the amount of money candidates running for city office can receive in direct donations and spend on their own campaigns. In this year's mayoral race PACs have been buying political advertising in support of their favored candidate and some may argue they are controlling the message. Candidates do not have control over what a PAC might say in their ads. PACs eventually have to disclose their list of donors, on May 8th, but that is only 11 days before the election and Councilman Clarke says that is not enough time to make a difference. He hopes to have something passed in time for the November general elections.
