Overbrook Police Involved Shooting, PA DOH Syphillis Case Increase, City Council Shopping Bag Bill

An off-duty Philadelphia police officer opened fire on an armed suspect who attempted to rob him late Wednesday night in the Overbrook section of the city. This happened around 11:45 p.m. on the 5800 block of Malvern Avenue. After work the officer was walking his dog when the suspect approached the officer from behind. The officer then drew his weapon when he saw the suspect was armed and both exchanged gunfire. The officer fired eight times. The suspect took cover behind a car, then fled the scene. The officer was not struck during the incident and it is unknown at this time of the suspect was struck. Police have an alert out to area hospitals.

The Pennsylvania Department of Health has issued a health alert about a rise in syphilis cases.
The number of cases is up in Bucks, Delaware and Montgomery Counties along with several others in the Commonwealth. Wes Culp, a spokesman for the State Department of Health, says theyâ€™ve seen an upward trend of syphilis in younger females which is why thereâ€™s a special emphasis on women who might be pregnant. Culp says thereâ€™s no definitive reason for the rise in cases.

One day after Earth Day, the debate over plastic bags used by stores returns front and center to Philadelphia City Council. A city councilman today will propose a measure that would force all stores in the city to charge a nickel for every shopping bag â€” plastic or paper. First District Councilman Mark Squilla is introducing a bill where that money would be split between the retailer and the city of Philadelphia. Under his plan, three cents of each nickel fee would be kept by the store to defray costs. The remaining two cents would go to the city to fund anti-littering programs. The fee would not apply to larger, durable bags of canvas or plastic that are meant to be used multiple times. In fact, Squilla says he hopes the law would encourage re-usable bags. Squilla says he included paper bags in the measure because he felt that singling out plastic bags would simply lead to more paper bag litter. Under Squillaâ€™s plan, stores could opt out by not offering single-use bags, but must place signs informing customers of that decision. It does include some exceptions, including bags used by dry cleaners and pharmacies, and bags used to wrap meats, baked goods or flowers. If approved by council and signed by the mayor, the bag fee would not take effect until July 1st of 2016.
