Philadelphia TomTom Traffic Study, Nutter Budget Hearings, Darby Township House Fire Kills One

A new study of commute times shows the average Philadelphia driver spends nearly three days a year stuck in traffic. The navigation company TomTom released its annual Traffic Index report, measuring the impact traffic congestion has on over 200 cities around the world. According to the report, Philadelphia's traffic congestion is ranked 99 worldwide — and it’s the 20th worst city in the United States for the amount of time drivers spend stuck in traffic. TomTom says the normal 30 minute commute is extended by 18 minutes in Philadelphia. Not surprisingly, the index says that evening rush hour is the most congested time of day on the roads. If you have to drive during rush hour, TomTom says expect to double the time spent in the car stuck in traffic on average. The most congested day of the year in Philadelphia in 2014 was Tuesday, January 21.

City Council opens hearings today on the Nutter budget. Issue #1 is the School District’s request for an additional $103 million in city funding. Mayor Nutter proposes a 9.3% property tax hike to raise those funds, but no council member so far has embraced that idea. Council President Darrell Clarke says the state needs to do more. The District wants $206 million more from Harrisburg. Some council members are hesitant to support a property tax hike two years after a citywide property reassessment caused the tax bills of many residents to jump. Expect City Council members to pitch their own alternative methods of raising that cash, including potential cuts to city services.

One person is reportedly dead following a house fire in Darby Township, Delaware County Monday night at the 1000 block of Jackson Street. When fire crews arrived they heard explosions coming from inside the house. A blue light gas leak coming from the house forced more than a dozen evacuations in surrounding homes while emergency crews cut power and gas to the area and asked residents to leave. After the smoke cleared, firefighters located the elderly homeowner inside the basement deceased. Neighbors say he was a well-liked man on the block who has lived there as long as they can remember.
