Winter Storm Warning Philadelphia; $100 Million For Schools From City, How?; Jockey Waives Hearing

A Winter Storm Warning is in effect until 7 pm on Thursday. Rain tonight will change over to snow late this evening as temperatures fall below freezing. Snow will come down heavy at times overnight and through the day on Thursday. Total snow fall accumulations are expected to be between 4 to 8 inches with more south and east of the city. The State of New Jersey has declared a State of Emergency. The City of Philadelphia has also declared a snow emergency starting at 6 a.m. Thursday morning. Cars must be moved from snow emergency routes or they will be towed. You can find a list of routes at: http://www.philadelphiastreets.com/highways/snow/emergency-routes/. The PPA will offer a 24 hour rate of $5.00 at the following garages:

Family Courthouse Parking Lot (15th & Arch Streets)
AutoPark at Independence Mall (5th & Market Streets)
AutoPark at Old City (2nd & Sansom Streets)

If you see a homeless person in need, call the Project Home Outreach Hotline at 215-232-1984. Contact the ACCT Philly hotline at 267-385-3800 if you see a pet or animal outside during the cold. Residents must clear a three foot wide path in front of their property within six hours of the end of the snow. Elderly and disabled citizens can call 311 to request a volunteer to help shovel.

Philadelphia School Superintendent William Hite unveiled his plan for the school district for next year. He says the 55-page plan focuses on the neighborhood schools. Those schools will be reorganized in 8 geographic networks, with three others for turnaround, alternative and innovative schools. He is asking for $309 million more in this plan, $103 million from the city and $206 million from the state. They are also hoping for $49 million in labor concessions, but that is currently in front of the state supreme court. Mayor Michael Nutter plans to propose a 9% increase in property taxes so the city can give the schools that hat-in-hand request for $100 million. That would increase the property tax rate from 1.34 percent of assessed value to 1.46 percent. Other new spending in Nutter's proposal include $25 million for the Department of Licenses and Inspections and for the Community College of Philadelphia. He will present his budget in front of City Council on Thursday.

An up-and-coming jockey at Parx Racetrack in Bensalem, PA, has waved his right to a preliminary hearing following a bizarre crime spree last December 28th that ended with him getting shot. 21-year-old Angel Suarez Medero is expected to plead guilty to the charges according to his defense attorney Bill Goldman to spare the victims recounting the events of that night at the Franklin Commons Apartments. Police say that Medero broke into a second floor apartment after being caught pleasuring himself on the outside deck by the apartment's female occupant. He then stole her dog and jumped out of the window. Medero then broke into another apartment where he assaulted two people before being shot by one of the residents. The dog was eventually found after being missing for two weeks. Medero is still recovering from his injuries. He cannot explain his erratic behavior. His lawyer says that Medero did smoke some marijuana that night and they fear it might have been laced.
