Kathleen Kane Perjury Case, Fight For Air Climb, Donation Bin Regulation

Lawyers for Pennsylvania Attorney General Kathleen Kane have filed a legal brief as she continues her effort to nullify a grand jury presentment that has recommended charges against her in connection with alleged grand jury leaks. Kane’s lawyers argue that a judge had no authority under any current, valid state law to appoint a special prosecutor to conduct a grand jury investigation of the attorney general. They say there was once a statute that allowed for that, but that it expired in 2003. The grand jury determined there was evidence to charge Kane with perjury and other offenses stemming from its probe of whether the attorney general leaked information covered by laws governing grand jury secrecy.

The 9th Annual Philadelphia Fight for Air Climb is right around the corner, and on Wednesday night climbers got to do a practice run of the Center City skyscraper they’ll be taking on in late March. There are 1,088 steps from the ground to the top of 3 Logan Square, and by conquering each one, climbers help improve lung health. It’s a fundraising and awareness event for the American Lung Association. You can do 50 flights of stairs, or the century which is 100 flights. That’s running up and down the building twice. The trek takes the average climber around 15 minutes.

A city councilperson today will propose what would be the first ever city regulations covering those large donation bins you see in parking lots and alleys throughout Philadelphia. Eighth District Councilwoman Cindy Bass says her district in the northwest – and other parts of the city – are getting overrun with donation boxes. And while the donations are ostensibly for a good cause, Bass wonders if some of the boxes are placed there by people with a profit motive. Bass is introducing a measure that would, for the first time, impose strict regulations on those donation bins. Owners must obtain a license from the city, and the process would give each community some veto-power on where the boxes can be placed. The measure would also require that each donation bin is emptied once a week, and is clearly marked with the name, address and telephone number of the owner. Under Bass’s plan, the Department of Licenses and Inspections would issue the donation box licenses and enforce the bill, and she says the fees paid by the owners would help offset the additional manpower cost.
