Dog Louie is Back Home; NJ Sports Betting Shot Down; Family Court Strip Searches

A dog that had been stolen along with the owner's car back in October has been found and returned home on Friday. JJ Pierce left her rescue dog 'Louie,' a black Labrador, inside her red Honda CRV in the parking lot of Home Depot on Columbus Boulevard in South Philly on October 9th. She ran inside to pick up a duplicate set of keys for her dog walker and when she came back out her car and beloved dog were gone. Over the past six weeks she has been furiously searching, posting flyers, setting up a very popular "Help Louie Get Home" Facebook group, fundraising, even appearing on the video screens at the Eagles' game. Well it seems all the work done by 'Team Louie' paid off. On Friday, Pierce got the call that he was found and the microchip scan was a match. No one knows where the dog has been the past few weeks and vets say he lost around 15 pounds, but everyone involved is very happy. Pierce's car was found North Philadelphia a couple of weeks ago.

In a case that's been stuck on a legal see-saw, a federal judge ruled on Friday that New Jersey cannot partially lift a prohibition on sports betting in the state. The state is trying to find a way to make sports betting available at casinos and racetracks to help both of those industries. The MLB, NBA, NFL, NHL, and NCAA are against New Jersey sports betting. A federal law prohibits NJ along with most other states from authorizing sports betting. New Jersey said it would simply end a prohibition on sports betting but would not regulate it. The judge sided with the sports leagues in their argument that the state's plan to limit the gambling to racetracks and casinos and prohibiting minors is actually regulation. The leagues do contend that the federal law would allow NJ to lift the ban completely â€“ with no location or age restrictions â€“ but that is silly and could potentially create legal high school sports books, etc. New Jersey plans to appeal.

The new building for Philadelphia Family Court opened on Monday of this week at 15th and Arch Streets in Center City. From multiple sources, juveniles who were making courtroom appearances for both criminal and non-criminal matters on Monday and part of Tuesday were subjected to a strip search by sheriffâ€™s deputies. They were asked to take off all their clothes, to squat, and to cough. Some of the juveniles complained. When administration heard about what was going on they stopped it immediately.

Family Court Judge Kevin Dougherty issued this statement: "On Tuesday morning of this week, in response to concerns raised by child advocates over allegations of strip searches of juveniles, the leadership of Philadelphia Family Court directed the Sheriff's Office to cease and desist all strip searches pending further notice. Today, Family Court issued new rules governing the screening and detention of juveniles that the Court developed in collaboration with the Sheriff's Office."

It is not known how many juveniles were strip searched. Officials in the Department of Human Services are investigating. Not all of the juveniles arriving at the court house were there for criminal cases, some were arriving from group homes or foster care. Some of them could be victims of physical, sexual, or other abuse and the procedures on Monday could have contributed to their ongoing traumatization.
