Christie OKs New Jersey Sports Betting; Nutter Agrees to Decriminalize Pot; Two DE Teens Arrested

New Jersey Governor Chris Christie issued a directive Monday allowing NJ casinos and racetracks to offer sports betting. Legalized sports betting at the state's casinos, especially in Atlantic City, could be a huge draw and boost to an industry that is flux. There have been challenges to New Jersey's efforts to bring sports gabling to the state from the four major sports and college, but federal courts have all ruled that there is nothing in New Jersey law that would prevent it from allowing sports betting. Right now only Nevada, Delaware, Montana, and Oregon offer sports betting. Christie believes that NJ is already legally in a position start offering betting, but also wants a judge to file a motion clarifying that.

Philadelphia Mayor Nutter has agreed to sign a bill that would decriminalize possession of a small amount of marijuana after a few changes. The original bill, authored by Councilman Jim Kenney, passed City Council before summer session. Police would have issued a $25 citation, like a parking ticket, for possession of an ounce or less of pot. Nutter and Kenney reached a new compromise and now you will be issued a â€œnon-summary civil offenseâ€ for possesion. It will still be a $25 fine but you will have to go see a judge in Municipal Court. If you are caught smoking in public it is a $100 fine, or community service. The whole point of this is to avoid the handcuffs, the lockups, and the criminal records. This will save around 4,000 arrests and the department $4 million. Nutter stressed that decriminalizing possession does not condone use, there are still penalties. Council returns from recess on Thursday. It will vote on the amended bill next week, followed by Nutter's signature.

Two teenage boys have been arrested in connection with the videotaped assault on a mentally challenged man in New Castle County, Delaware. The two boys, ages 13 and 14, were taken into custody on Saturday. The boys' parents went to police to complain about a number of harassing phone calls they were getting, apparently after being identified on the video. The police instead took the two into custody. They were released on $2500 bond each. Police expect more arrests. The video shows a 26-year-old Newark, Delaware, man being beat by several teenagers. The man's mother says he suffers from Williams Syndrome. 16-year-old Angeliz Marrero, of New Castle County saw one of the videos and shared it with the #TheBullyProject hoping it would get out there and both the victim and perpetrators would be identified and get justice.
