Marijuana Bill Passes in Philly; Swiss Cheese Pervert Pleads Guilty; NTSB Report in Morgan Crash

Philadelphia City Council passed a bill today that would decriminalize possession of a small amount of marijuana. The vote split down party lines with the 13 Democrats voting yes and 3 Republicans voting no. The bill has the necessary 12 votes to override any possible veto from Mayor Nutter. The measure would make possession of less than 30 grams or a about an ounce of pot punishable by a $25 fine, although officers would still have the discretion to make an arrest. Councilman Jim Kenney, the bill's sponsor, says this new policy could save the judicial system $4 million a year, as well as keep young people out of the court system. The bill's detractors don't want to condone or trivialize any drug use. Council is adjourning for summer so Nutter has until the fall to sign, however Kenney is asking him to order police to follow the policy immediately.

42-year-old Christopher Pagano aka the â€œSwiss Cheese Pervertâ€ plead guilty to reduce charges before his trial was to begin today in Philadelphia. Pagano was arrested in January after several women reported that he drove up next to them and offered to pay them money to put Swiss Cheese on his gentitals. He plead to two counts of indecent exposure and four counts of harassment. He received eight-years sex offender probation but was not placed on the Megan's Law list. Pagano must stay away from all four of his victims and enter treatment. He faced a 25 year prison term if found guilty of his original charges of Stalking, Indecent Exposure, Harassment and Open Lewdness.

The National Transportation Safety Board report into the crash that killed a man and seriously injured comedian Tracy Morgan says that the driver was speeding at the time of the collision. Wal-Mart trucker Kevin Roper was driving 20 mph over the posted speed limit when he failed to slow for traffic and slammed into the back of the comedian's limo bus. The report says the truck was traveling 65 mph just prior to the crash. A half-a-mile before the crash location signs were posted reducing the speed limit from 55 to 45 mph for construction. Roper was within the 14-hour consecutive work period, having logged 13 hours 32 minutes at that point. He has plead not guilty to death by auto and assault by auto charges.
