Policeman Goes Undercover as Amish Woman; Naked Jogger in Radnor; Man Admits PECO Tampering

A policeman in western Pennsylvania had been going undercover as an Amish woman in an attempt to scare off a man suspected of exposing himself to Amish school children. Sgt. Chad Adams of Pulaski, PA, says police were not able to charge a man because of a lack of evidence. The Amish didn't want to have their children testify in court either. They did lend Adams and a female officer some women's clothing to hopefully catch or at least scare away the suspect. The incidents stopped back in January when a potential suspect was caught doing something similar in nearby Mercer County and is now serving house arrest. They are revealing the undercover operation now to deter the perpetrator from acting again. Police in Radnor Township responded yesterday to reports of a man jogging along the roads naked. They caught up to him at around 4 p.m. along Conestoga Road near Brooke Road. Officers say that the 30-something year-old man was conscious but not alert or responsive to questioning. He appeared to be suffering some kind of medical, psychiatric or drug induced emergency. He was taken to Bryn Mawr Hospital to be evaluated. No charges have been filed.

A Philadelphia man has admitted to tampering with utility meters in both the city and suburbs over a three year period. He reduced the electric bills for more than two dozen PECO customers. 47-year-old Marcelino Cuadra plead guilty yesterday in Montgomery County Court to corrupt organizations and theft of services. From December 2009 to October 2012, Cuadra manipulated the meters of businesses and homeowners in the five county area. PECO lost around $350,000 in billed utilities. Cuadra was never an employee of the utility and does not have any documented training. The customers would pay off Cuadra to tamper with their meters. They are facing similar charges. He could face a maximum sentence of 17 to 34 years in prison.
