Sex in Public in Newark, DE; Former GOP Chair's Rape Charges Dropped; Principals Agree to Pay Cut

Police in Newark, DE are looking for two suspects who allegedly performed a 'lewd act' in public. It happened on Saturday afternoon in the rear parking lot of the Galleria Building on East Main Street. Police say that the two suspects were seen having “sexual intercourse” in public “in plain view of numerous passers-by.” Cell phone video was posted on social networks. Suspect #1 is described as a college-aged white male with brown hair. He was last seen wearing a green button down shirt, khaki pants and brown boots. Suspect #2 is described as a college-aged white female with blonde hair. She was last seen wearing a green short sleeve t-shirt, jean shorts, brown cowboy boots and glasses. Anyone with additional information on this incident or the identity of the two suspects should contact Detective Greg D'Elia at 302-366-7110 ext. 132. The Montgomery County District Attorney is dropping it's case against the former chairman of the county Republican Party accused of drugging and sexually assaulting a female employee of his law firm. District Attorney Risa Vetri Ferman withdrew all charges against Robert Kerns today including charges of rape of an unconscious person and drug possession with intent to deliver. Ferman admitted today that her office misinterpreted a toxicology report and incorrectly concluded that the sleep aid Ambien was in the victim's system. Kerns was accused of giving the victim wine laced with Ambien and sexually assaulting her when she passed out. The DA has referred the case to the state, who can decide to refile any charges.

Mailed-in ballots were counted today and Philadelphia public school principals voted to accept a contract that would amount to a 16% pay cut. 83% of the members Commonwealth Association of School Administrators voted to accept the new deal. Principals will now be paid as 10 instead of 12 month employees. They will also begin paying toward their own health care premiums. The School Reform Commission will likely approve the contract at their meeting on Thursday. The SRC has sought a total of $133 million in concessions from its unions. The concessions from the principals in this contract equal $20 million. They are still looking to get a deal from the largest union – the Philadelphia Federation of Teachers.
