Larry Bowa Rejoins Phillies Staff; Pre-K Child Brings in Drugs/Cash; Ruling: No Taxes for Lap Dances

The Philadelphia Phillies announced today the return of Larry Bowa and Pete Mackanin to the coaching staff. This will be Bowa's fourth different stint with the Phillies franchise over his career. Bowa, a Hall of Fame player, played shortstop for the Phils from 1970-1981, was third base coach from 1988-1996, and was club manager from 2001-2004. Bowa and Manager Ryne Sandberg are long time friends, both being traded to the Chicago Cubs from Philadelphia in 1982. Pete Mackanin will come back to the team as third base coach. Mackanin was previously bench coach under Charlie Manual from 2000-12. In other coaching staff changes, Steve Henderson will return as hitting coach next season while Wally Joyner has declined to return as assistant hitting coach.

A 4-year-old Pre-K student brought drugs and cash to school this morning. It happened at Thomas Mifflin Elementary in East Falls. The boy apparently was showing them off to others in his class when the teacher was alerted. He pulled $175 and a couple of bags of perhaps crack/cocaine from his pocket. Police were immediately called to the school and performed a search of the classroom. Police say that the boy knew the drugs and cash were in his pocket before he pulled them out. He is currently being evaluated at the hospital and the Department of Human Services has been notified. Investigators are determining how the child got a hold of the contraband.

The Philadelphia Tax Review Board rejected the mayor's attempt to tax lap dances performed in gentlemen's clubs. Earlier this year, the Nutter administration had sent tax bills to three gentlemen's clubs totaling hundreds of thousands of dollars. They were trying to impose the city's amusement tax on lap dances performed at the club and paid for separate from a cover charge. The Tax Review Board called the amusement tax law 'vague' and could only reasonably be applied to a cover charge to enter the venue, not any additional activities. The board also ruled that the Nutter administration could not retroactively impose the tax (incl. fees and interest) when it had never tried to collect it. An attorney for two of the clubs said, â€œthis is a victory for every commercial establishment in Philadelphia that has a door charge, that conducts any kind of interior activity... not just these gentlemen's club.â€
