The L & I inspector who killed himself after the deadly building collapse left a video message blaming himself for the disaster. NBC10 obtained the message by 52 year old Ronald Wagenhoffer recorded just before he shot himself in the chest. He says, "It was my fault. I should have looked at those guys working and I didn’t. When I saw, it was too late. I should have parked my truck and went over there but I didn’t. I’m sorry." Wagenhoffer leaves behind a wife and a son.

Philadelphia City Council has approved a 1.34 percent property tax rate and a $30,000 homestead exemption. The new plan is intended to adjust the prior tax system to one that more fairly assesses property values and taxation. Homeowners have until September 13th to apply for the $30,000 homestead exemption.

The NFL will institute new security rules. Fans attending Eagles games and others around the league will no longer be permitted to bring seat cushions, backpacks or purses into the game. Women’s purses must be no larger than the size of their hand. The new bans begin at this summer’s open practices in July and pre-season games.
