Philadelphia Police Announce Safecam; Boys Point Gun at Girl (Video); Penn State Lower Enrollment

Philadelphia Police Commissioner Charles Ramsey announced the department's newest crime prevention and investigation tool this afternoon. Called "Safecam," the program will help the police department pinpoint surveillance cameras throughout the city that may prove useful in solving a crime. Ramsey is urging everyone that has an outdoor surveillance system to register it with the Safecam system. Private security systems have helped police solve many cases and fight crime in the neighborhoods, being able to pull up a map of cameras in an area instead of canvassing that area will save time and hopefully resolve cases quicker. Surveillance video has been released today showing a group of three juvenile males pointing a gun at the head of a young girl. They also brandished the gun to another group of boys. 20 minutes later, they came up on a man, yelled 'hey buddy' and showed the gun. The 27-year-old male and former marine ran into his house and called 911. It happened at around 6:45 on the 3300 block of North 16th Street in the city's Tioga section. UPDATE: The gun ended up being a toy, but could have ended up tragically if they confronted someone with a real gun shot to defend themselves.

Penn State say that applications for undergraduate enrollment was down about 9% this year. For potential freshmen undergraduates applying for the Fall 2013 semester, Penn State and it's satellite campuses received around 54,000 applications, down from 59,000 in 2012. Aside from inferring Penn State's recent legal woes were a deterrent, both local and nationwide demographic and economic trends also played a factor. Pennsylvania and neighboring states have a declining number of high school seniors. Nationwide enrollment is down over concerns over the affordability and cost effectiveness of a degree.
