Nutter Plans $40 million Property Tax System; 3rd Suspect in DE Police Shooting; Ala. Standoff Over

Mayor Nutter announced aggressive new plans to crack down on those who scoff at paying their property taxes in Philadelphia. Two weeks from now property owners will receive updated assessments that will be used to pay taxes in 2014. He recognized that some people have a hard time paying their taxes sometimes, but the real problem lies in those that can pay but don't. Nutter says, â€œweâ€™re going to chase their little asses down as hard as possible.â€ The new plan includes a new $25 million computer system to track, target, and analyze deadbeats for collections. They will also use $15 million to staff a call center. Nutter predicts the $40 million investment will help bring in an extra $260 million in tax revenue over the next 5 years. The new Department of Revenue system will help the city identify those individuals who are able to pay (ie. They pay other bills such as phone, cable, electric, but skip the taxes.) and target them first as best candidates to reclaim some of the $518-million dollars in back taxes owed the city.

A third suspect is sought the shooting of a Wilmington, DE police officer on Sunday afternoon. 34-year-old Justin Wilkers was shot in the face after a traffic stop and car chase in the Southbridge section of the city. He is in serious but stable condition and has surgery scheduled for Tuesday. 20-year-old Jared Wiggins and 21-year-old Ronald Boyce have already been arrested. Wiggins, the driver, has been charged with failing to obey a police signal, resisting arrest, and providing a false statement. Boyce has been charged with resisting arrest. Police have not identified the third suspect. They are not sure which of the three suspects pulled the trigger, the investigation is still ongoing.

Authorities in Midland City, Alabama stormed an underground bunker and freed a 5-year-old boy who had been held hostage for nearly a week. The boy's abductor, Jimmy Lee Dykes, was killed during the raid. Dykes, 65, took the child off his school bus after he fatally shooting the driver Charles Albert Poland Jr. The boy appeared to be unharmed. Officials have said he has Asperger's syndrome and attention deficit hyperactivity disorder. Authorities decided to raid the tiny bunker after a week of negotiations proved useless and they believed the boy was in imminent danger. Dykes was known to be unpredictable and threatening, often patrolling his land and willing to shoot trespassers.
