Philadelphia Water Issue and Ballot Questions, LBI Opens Today, Romney Rallies Yardley

Voters in Philadelphia tomorrow will face four ballot questions, one of which proposes changing one of the oddities of the 60-year-old Philadelphia Home Rule charter. At issue: whether the water commissioner should have the final say on rate hikes. The city charter approved in the 1950s has the water commissioner proposing rate hikes, and then, after a series of public hearings, the commissioner approves the rate hikes. The Nutter administration says a rate-setting commission would only politicize a process that has brought fiscal stability to the Philadelphia Water Department.

The three other city ballot questions are:
â€¢ A charter change proposed by Councilman Bill Green that would require a mayor to provide additional budget reports to City Council. Green wants city government to move toward whatâ€™s called â€œprogram-based budgeting.â€ Nutter administration officials say they support the concept philosophically but oppose the charter change because they currently lack the information technology infrastructure to provide the level of reporting that the referendum would mandate.
â€¢ A charter change to extend the current hiring preference now given to children of slain police and firefighters to their grandchildren as well.
â€¢ A $123-million borrowing for the cityâ€™s capital needs, including mass transit and parks.

Long Beach Island will be open to homeowners today from 7 a.m. until 3 p.m. Most residents will not be allowed to stay because their homes are either damaged or donâ€™t have working utilities. No one will be permitted access after 12 p.m. According to the Long Beach Island Emergency Operations Center, unsafe conditions in Holgate and North Beach will prevent those homeowners from returning.

Republican presidential candidate Mitt Romney headlined a Bucks County rally Sunday evening, capping an 11th-hour Republican blitz to win a state that has voted for Democrats in the last five presidential elections and many had believed its crucial 20 electoral votes would be in President Barack Obamaâ€™s column this time around, too. Obama has not campaigned in Pennsylvania since July 6. In his place, former President Bill Clinton will campaign in Pennsylvania today, starting in Pittsburgh before traveling to Montgomery County, Philadelphia and Scranton.
