Philadelphia Police have identified a 79-year-old woman as the author of a threatening letter recently sent to the Cambodian Association of Greater Philadelphia. The author of the letter complained about fireworks being set off in Mifflin Square Park in South Philadelphia and blamed them on the Cambodian population that lives in the area. The author also claimed to have been a Marine and experienced PTSD from serving tours in Iraq and Afghanistan. They said that they have guns (locked up) but feel like taking one down to the park and killing the fireworks offenders. Police say that the woman is not a Marine veteran and does not have access to weapons. "I've been with the association for nearly 12, 13 years now," said CAGP Executive Director Sarun Chan. "We've never experienced a threat like this. It's blatant ethnic intimidation." The police have forwarded the case to the District Attorney's office to review for possible charges.

Pennsylvania parents and students 18+ have until Thursday, July 15, to notify their school district if they intend to repeat a grade. Act 66 was signed by Pennsylvania Governor Tom Wolf on June 30. It says any student can repeat a grade "in an effort to make up for any lost educational opportunities due to the COVID-19 pandemic, even if the student met the requirements to be promoted to the next grade." Also, a student with a disability who was enrolled during the 2020-21 school year and turned age 21 can re-enroll in school for the 2021-22 year. Parents must fill out a form and send it to their school district by next week. Students 18+ can do it themselves.

The New Jersey man arrested this week after being seen in a viral video harassing a Black neighbor with racial slurs and insults now faces additional charges for previous crimes. 45-year-old Edward Cagney Mathews has been charged with criminal mischief, possession of a weapon (slingshot) for an unlawful purpose, possession of a controlled dangerous substance, stalking, possession of drug paraphernalia, and other related offenses. He was previously charged with harassment, assault, and bias intimidation. The new charges were filed following a search of Mathews' home. They found a slingshot and ball bearings and well as psychedelic mushrooms and packaging materials.

"These new charges underscore the importance of our community members coming forward with any information they have about criminal activity, whether about this case or any other incident," Mount Laurel Police Chief Stephen Riedener said. "Because someone recorded Mathews' conduct on Friday night, we had the evidence to bring the previous charges, and the opportunity to gather the evidence that led to these additional charges, including for damage we allege he recently caused to his neighbors' vehicles."
