PA Votes Yes, Limit Governor Emergency Powers; New Video Bucks Woman's Death; COVID Measures Lifting

Pennsylvania voters approved all four ballot questions posed during Tuesday's, 5/18, primary election including three constitutional amendments. Two of those amendments will restrict the powers of the governor in declaring and managing emergency declarations. The first ballot question will allow the General Assembly to terminate or extend a disaster emergency declaration without the Governor's approval. The second ballot question limits the initial length of a disaster emergency declaration to 21 days from 90 day and places the responsibility of extending an emergency in the hands of the General Assembly. The third question will add specific language in the constitution prohibiting against the restriction or denial of an individual's equal rights under Pennsylvania law because of race or ethnicity. The fourth question was a statewide referendum making municipal fire departments or companies with paid personnel and emergency medical services companies eligible to apply for loans from an existing loan program now open to volunteer companies. These won't take effect until the election is certified sometime in June.

New surveillance video footage has been released by Miami authorities related the the case of a young Bucks County woman who was found dead in her hotel room during Spring Break. Surveillance footage shows 21-year-old Evoire Collier and 24-year-old Dorian Taylor entering the lobby of the Albion Hotel in South Beach with 24-year-old Christine Englehardt of Richboro around 1 a.m. Thursday, 3/18. The two men leave about 30 minutes later. She was found dead by hotel staff the next day. The two men are accused of giving her a 'green pill,' having sex with her, and then stealing her credit cards and cell phone. The medical examiner is awaiting toxicology reports to rule on cause of death. That determination will affect additional charges related to murder or manslaughter. Collier and Taylor have been arrested and charged with burglary with battery, petty theft, sexual battery and credit card fraud. They are from North Carolina.

Coronavirus COVID-19 pandemic restrictions continue to be lifted in the area. On Wednesday, 5/19, New Jersey has removed most capacity limits. There are no percentage limits indoors or outdoors for businesses as long as there is enough room to maintain proper social distance. Indoor social gathering limits have increased. Large indoor venues with fixed seats can operate at 30%.

Philadelphia officials announced on Wednesday, 5/19, that they will lift the outdoor mask mandate this Friday, 5/21. You will still have to wear a mask indoors. If case counts continue to fall, the city could lift the indoor mask requirement for fully vaccinated people on June 11. "So this Friday, May 21, masks will no longer be required outdoor, including outdoor gatherings, outdoor restaurants, and outdoor sporting events and performances. You can go to a ballgame without a mask," Acting Health Commissioner Dr. Cheryl Bettigole said.

The School District of Philadelphia announced that they plan to return to full in-person classes five days a week this fall. Students have not been in school full time since March 2020. The school district will not be offering a hybrid model, but may still have 100% digital classes. "Our goal for the upcoming 2021-2022 school year is to safely welcome all of our students back to school for in-person learning five days a week beginning on Tuesday, August 31, 2021, which is the first day of school," Superintendent Dr. William Hite said.
