Kenney Removes Police Increases, Releases Agenda; NJ Men Recreate Floyd Death; Officer Shooting

Philadelphia Mayor Jim Kenney announced that he will no longer be seeking a budget increase for the police department for FY 2021 and has released a statement on a variety of policing reforms focused on transparency, accountability, and oversight. Kenney said, "We now will focus on reconciliation, on understanding, on listening - and on taking action. We will embark on a path toward real change in Philadelphia, and hopefully across America. We will seize this moment, and we will move quickly, because too many lives are being lost." The Kenney administration, after discussions with the Cityâ€™s new Reconciliation Steering Committee, City Council, the Police Advisory Commission, and the Police Reform Working Group, commits to the following actions: (more details in the letter linked below).

- President Obamaâ€™s pledge.
- Immediate updates to use-of-force policies.
- Eliminate proposed increase to Philadelphia Police Department budget.
- Create a permanent civilian Police Oversight Commission.
- Increased transparency of complaints made against police officers.
- New staff positions focused on misconduct, brutality, equity and other relevant issues.
- Transparency regarding Internal Affairs investigations and status of police misconduct.
- Establishing an early warning system for detecting problematic officer behavior.
- Changes related to collective bargaining.
- Making the collective bargaining process more transparent.
- Increasing the Departmentâ€™s diversity.
- Seeking reforms to State legislation.
- Reforms within the Governorâ€™s authority.

Black Lives Matter protestors in South Jersey on Monday, 6/9, passed by counter-protestors recreating the death of George Floyd at the hands of Minneapolis police officers. It happened along Delsea Drive in Franklinville, Gloucester County. One man was seen kneeling on the back of another man in a driveway as protestors drove by. He yelled at the protestors at the same time. The incident was captured on video and posted to Instagram.

One of the men has been identified as a FedEx employee while the other has been identified as a New Jersey Department of Corrections Officer. The NJDOC released this statement: "We have been made aware that one of our officers from Bayside State Prison participated in the filming of a hateful and disappointing video that mocked the killing of George Floyd. The individual has been suspended from their post and banned from NJDOC facilities pending a thorough and expedited investigation." FedEx has released this statement: "The behavior depicted in the video, which involved a FedEx employee, is appalling and offensive. The employee in question was immediately removed from all FedEx work duties while our investigation is concluded and all internal procedures are followed. A diverse and inclusive workforce is at the heart of our business, and we stand with those who support justice and equality."

A man was shot and injured by a Philadelphia police officer on Tuesday afternoon, 6/9, in Olney. It happened around 4 p.m. on the 5400 block of North 6th Street. Police say that a female officer was confronted by a 22-year-old man with a box cutter after responding to the report of a disturbance. The man grabbed hold of the officer. That is when she shot him in the leg. He was taken to nearby Einstein Medical Center and is in stable condition. The officer has been on the force for three years. Police are investigating the incident.
