Police Question Person in Chinatown Assault (video); DHS Worker Steals $18,000 in SEPTA tokens

Philadephia Police currently have a person-of-interest in custody in connection with a sexual assault and robbery of a woman in Chinatown on Sunday morning. It happened at 8 a.m. inside an art gallery in the 100 block of N. 9th Street. The 45-year-old victim had just entered her studio when the suspect came in through the front and forced her into the office. He struck her on the head with a metal object, chocked her, and sexually assaulted her. She offered him money to stop but the suspect continued and stole the $600 as he exited through the back door. The woman was taken to Thomas Jefferson University Hospital. The suspect is described as a white male, 25-years-of-age, with short brown hair and a light beard. He was wearing a light-colored baseball cap, red jacket, dark-colored pants and white sneakers. The entire incident was captured on surveillance video.

UPDATE: Police have charged a man in connection with the assault. 29-year-old Brandon Menley of the 900 block of Hamilton Street is charged with Attempted Murder, Rape, Aggravated Assault, Burglary, Robbery and related offenses. Police picked up Menley at a shelter near the art gallery.

The Philadelphia District Attorney's office says a Department of Human Services worker is being charged with submitting fraudulent overtime expenses and stealing 1000's of SEPTA tokens. 30-year-old Shamira Hawkins-Worthey, of the 3000 block of N. 9th Street, is now facing 1576 counts of Theft, Forgery and Tampering with Public Records charges. DHS first became suspicious in September 2013 when Hawkins-Worthey put in a request for 300 tokens over a two-day span. An audit revealed that beginning in January of 2013, Hawkins-Worthey submitted 640 requests and received 11,474 tokens totaling $17,784.20. â€œIt is virtually impossible to need that many tokens,â€ said Philadelphia Inspector General Amy Kurland. Around half of those requests contained forged supervisor signatures and many were for cases that were closed, inactive, or nonexistant. She also submitted fraudulent overtime papers totaling $6,372.34. Hawkins-Worthey surrendered on Monday.
