The only survivor of a drug-related kidnapping that ended when the man and two others were beaten, bound, stabbed, and dumped into Schuylkill River last August took the stand Tuesday to testify in a preliminary hearing. 21-year-old Tam Voong says that the victims, 31-year-old Vu "Kevin" Huyn and his brother Viet, owed $100,000 to the defendant 42-year-old Tam Le. Governor Wolf outlines his new budget for Pennsylvania today. In his midday address, Wolf started laying out the blueprint for his multi-billion dollar spending plan including a package of tax increases in personal income tax and sales tax. The plan also calls for reductions in Philadelphia City Wage Tax by about one half of one percent.

Firefighters battled a five-alarm blaze at a sheet metal plant in Upper Moreland, Montgomery County. The fire was reported around 5:30 p.m. Monday on the 2300 block of Wyandotte Road. The building was empty when the fire broke out. An hour later the blaze reached four alarms, and later became a five-alarm fire. Electricity and water had been shut off temporarily to the area.

A Montgomery County man is under arrest and charged with secretly recording women and girls and posting the videos online. 37-year-old Sean Moses of Penn Valley has been charged with over 80 counts of invasion of privacy and one count of child pornography. A new Miss Philadelphia has been crowned. She is 22 year old Julia Rae Schlucter of Wayne, PA. Julia is a singer who battled lung conditions at Children's Hospital when she was just six years old. Now Miss Philadelphia will make over 100 appearances this year and sing at the top of her lungs to raise money and awareness for cystic fibrosis research.

Governor Wolf has replaced Bill Green as chair of the School Reform Commission. In making the announcement that he's named Commissioner Marjorie Neff chair of the SRC. Neff is the former principal at Masterman High. Green couldn't say whether his removal stemmed from the SRC's approving five new charter schools against the governor’s wishes. A man was hit by a SEPTA bus in North Philadelphia this afternoon. It happened shortly before 4 pm at the Olney Transportation Center at Broad and Olney. The victim, described as a man in his early 20's, had missed the bus and was trying to get the driver's attention by banging on the door. The Route 6 bus was already pulling onto Broad Street.
