Masks Return for Philly Schools; Mother Killed Riding ATV in Philly; Delco Bus Driver Arrested

The Philadelphia School District announced on Friday, 5/20, that it will resume mask wearing on school campuses and while riding transportation to and from school beginning Monday, 5/23. That includes schools buses and vans as well as taxis, ride-share, Uber, etc. arranged by the school. "To help protect everyone's health and well-being as COVID-19 case counts continue to rise in the Philadelphia area, the Philadelphia Department of Public Health has recommended that we resume universal mask wearing," said Superintendent Dr. William Hite in a statement. Masking will be in place until further notice.

Four school districts in Montgomery County are also returning to masking. Those include Norristown, Cheltenham, Lower Merion, and Lower Moreland. The CDC's Covid-19 Community Level for Montgomery County is now rated as High. Bucks, Delaware, Chester, and most of South Jersey are also High. Philadelphia County is listed as Medium risk. The numbers are updated every Thursday.

A woman riding an ATV was killed when she collided with a car while she was driving the wrong direction on a street in Northeast Philadelphia on Thursday night, 5/19. It happened around 9 p.m. on the 7700 block of State Road near Rhawn Street in Holmesburg. 29-year-old Victoria Rose Walker of Philadelphia was driving a Yamaha quad ATV, which is not street legal and does not have a license plate or turn signals, along with several other dirt bikes and quads. They were going northbound in the southbound lanes. When she switched back into the northbound lanes she was struck by a by a Kia Rio sedan. The 31-year-old driver of the Kia remained at the scene. The drivers of the other off road vehicles left once police arrived. "That's because usually most of them are driving non-street legal vehicles and possibly do not have driver's licenses. We see this as the weather gets warmer, these dirt bikes that are not street legal and these quad ATVs, also not street legal, and they're not registered, and they drive on city streets - the small streets, some of the main thoroughfares," Philadelphia Police Chief Inspector Scott Small said. Walker was a mother of three.

A former Delaware County school bus driver has been arrested for taking upskirt photos and videos of young girls as they exited the school bus. 70-year-old Bruce Stanley Garner of Lansdowne is charged with with 139 counts of invasion of privacy, 139 counts of unlawful contact with a minor, 139 counts of criminal use of communication facility, 139 counts of sexual abuse of children, endangering the welfare of children, and possessing instruments of crime. Garner worked for the Marple Newtown School District. Police were notified by a victim who noticed how he was holding his phone when they got on and off the bus. Police got a search warrant for the phone and found the evidence. Each count represents one video or photo. Bail was set at 10% of $250,000. Three victims have been identified so far.

"This communication is to inform you that this morning, the District learned that an individual who was assigned to drive bus #302 is under criminal investigation by the Upper Providence Police Department regarding allegations of improper conduct while acting as a District bus driver. Although these allegations do not currently involve physical contact, they do include 'upskirt' style photographs taken on this driver's personal cell phone.

The welfare and safety of all children entrusted to the District's care are its paramount concern. At this time, the District can assure that this individual is no longer employed by the District, and will not be permitted on school grounds. The District is fully cooperating with law enforcement's ongoing criminal investigation.
