Philly Cop Arrested For Assault; Man w/ Machete on I-95; SEPTA Sex Assault Suspect Arrested

A Philadelphia Police officer has been arrested for punching a man during a fight earlier this year. 45-year-old Officer Joseph Marion was arrested on Wednesday, 10/20, by Philadelphia Police Department's Internal Affairs Division. He is charged with simple assault, reckless endangerment, and disorderly conduct. It happened on April 18, 2021. Marion allegedly punched the man in the mouth with a closed fist. The two began to struggle. During the fight, Marion's service weapon fell to the ground. It was picked up by a child who was at the scene. Police say that Marion did not point the gun at the man or threaten him with it. Philadelphia Police Commissioner Danielle Outlaw has suspended Marion 30 days with the intent to dismiss. He was a 9-year veteran of the force last assigned to the 22nd District.

A man with a machete was taken into custody on I-95 after a brief barricade situation in Philadelphia. It started around 9:30 a.m. in a homeless encampment on the 100 block of Spring Garden Street. U.S. Marshals attempted to serve a Megan's Law warrant on the 33-year-old suspect. The man was in a tent and set it on fire. A propane tank in the tent did not explode. Police declared it a barricade situation around 9:43 a.m. Police say that the man climbed up on to the northbound lanes of I-95 carrying a machete. Officers tried to tase him but it had no effect. The suspect eventually dropped the machete and was taken into custody. He was taken to Jefferson University Hospital to be evaluated. No one was injured and I-95 was reopened. Megan's Law requires those convicted of sex crimes to register with local enforcement when they change address or employment. NJ was the first to enact the law.

SEPTA police arrested a man wanted for several sexual assaults throughout the transit system on Wednesday night, 10/20. 37-year-old Edwin Allen was caught in the act and taken into custody at the 69th Street Transportation Center. A woman had asked for directions in the station and he led her to a place where he began to assault her. Police heard her screaming and came to intervene. Allen is accused of at least two other recent assaults. He has previously been arrested for indecent exposure and was released in September. This arrest is not connected to the October 13 rape on the Market-Frankford line. That suspect, 35-year-old Fiston M. Ngoy, is still in custody.

Philadelphia Councilman David Oh introduced a resolution calling for a joint hearing before Council’s Committees on Transportation and Public Safety on issues of pubic safety in SEPTA facilities and vehicles. The co-sponsors were Councilmembers Bass, Parker, Henon, Domb, Gauthier, and Gilmore-Richardson.
