State Police Seek Chester County Suspect; FBI: Bucket Hat Bandit; Safehouse Petitions Supreme Court

Pennsylvania State Police are looking for a Malvern, Chester County, man accused of sexually assaulting at least two children. Authorities believe that 31-year-old Graham Roman, who is out on parole, may have fled to Fort Lauderdale, Florida. The investigation into Roman involving the abuse of a child began on August 13. Police determined that another child had been abused in April 2021. They believe that there may be more victims. State police say that Roman has access to a gray 2015 Jeep Cherokee with registration LCP 1412 as well as an unknown model orange Jeep. Roman is charged with criminal solicitation of a minor to photo/film/depict themselves in a computer sex act, unlawful contact with a minor, luring a child into a motor vehicle, selling/furnishing alcohol to minors and criminal solicitation to disseminate photo/films of child sex acts.

The FBI is looking for a suspect who robbed two banks in Montgomery County on Thursday afternoon, 8/26. They have dubbed him the 'Bucket Hat Bandit' due to his robbery attire. The first robbery happened around 1:45 p.m. at the Harleysville Savings Bank branch at 2301 West Main Street in Eagleville. The FBI says the man handed the teller a note and lifted his shirt to show a silver item in his waistband. He made off with an undisclosed amount of cash and drove away in a BMW with purple rims. The second robbery happened around 5:10 p.m. at the Republic Bank branch at 423 West Germantown Pike in Plymouth Meeting. The man gave the teller a similar note and was also driving the BMW. He is described as a Hispanic male, 5' 6" tall, and stocky build. He was wearing a black shirt with red lettering on the left chest, blue jeans, tan boots or sneakers, black sunglasses, and a camouflage bucket hat. Safehouse, who is trying to open safe injection/overdose prevention sites in Philadelphia, is taking their case to the Supreme Court. The Third Circuit court ruled that the facilities were not legal to operate because they violated a provision of the Controlled Substances act. Colloquially known as the "crack house law," it is not legal to own or operate a place where people use drugs. "Section 856(a)(2) makes it unlawful (in relevant part) to 'manage or control any place, whether permanently or temporar- ily, . . . and knowingly and intentionally . . . make available for use, with or without compensation, the place for the purpose of unlawfully manufacturing, storing, distributing, or using a controlled substance.'" Safehouse is asking the Supreme Court to determine if because theirs is a 'noble' cause, instead of a 'nefarious' intention, do they get an exemption. "Does 21 U.S.C. § 856(a) make it a felony to offer medically supervised consumption services for the purpose of preventing opioid overdose deaths?" The Supreme Court has to decide to take the case.
