Mayor Nutter Second Term Starts 2012

Mayor Michael Nutter was sworn in for a second term at an Inaugural Ceremony at the Academy of Music.

In his inaugural speech, Mayor Nutter addressed several challenges the city faces including violence, with six murders this New Year’s weekend in Philadelphia. Mayor Nutter talked about some of his plans including implementing 120 new police officers by this summer.

He also said public education is the other major challenge facing this city.



Mayor Nutter’s first term was marked by frequent clashes with City Council, particularly over how to close hundreds of millions of dollars in deficits brought on by the recession. Nutter, however, insists that his relations with Council are on the upswing.

“I think that things have significantly improved with City Council over the past couple of years. I am very, very optimistic about working on big things with city council to move this city forward.”

Such a prediction could be overly optimistic, says Randall Miller, historian and analyst at St. Joseph’s University.

“Basically he’s a lame duck. He’s in his second term, and as soon as he’s sworn in he’s a lame duck. And he w ants to get things done.”
The extent to which the 54-year old Nutter can get things done may be determined by his relations with the decidedly new council, which features not only the six freshmen but a new Council President in longtime John Street ally Darrell Clarke.

“Its not wholly clear exactly how Darrell Clarke is going to get people aligned. There are people with ambitions, perhaps even to become mayor, and that’s going to affect how they function on council,” says Miller.

But even with the potential for dysfunction and posturing, Miller believes all involved may have a vested interest in cooperating.

“We will turn around the lowest performing schools in our system, and if they can’t be turned around, close or replace them with high quality alternatives,” said Nutter.

City Council President Darrell Clark says he stands ready to work with the mayor over the next four years.
